Summary "Role Model", a music video for a song by Eminem was screened on Video Hits – New Releases, a music video programme. The programme was broadcast on TV2 at 11. 00am on 30 October 1999. Ms Watkins complained to Television New Zealand Limited, the broadcaster, that the Video Hits – New Releases programme during which the "Role Model" video screened was incorrectly classified PGR, as it contained language and imagery which was potentially harmful to younger viewers. In its response to the complaint, TVNZ wrote that it believed it had properly classified the programme PGR. In its view, it would be "absurd" to restrict such music video shows to AO audiences because the age group attracted to this sort of music started "a number of years earlier than 18". TVNZ declined to uphold the complaint....

The newsreader warned that the story contained ‘disturbing images’. The Authority upheld the complaint that this warning was inadequate to prepare viewers for witnessing a horrific execution. While recognising the very high public interest in the story and in the footage, viewers were not given a reasonable opportunity to exercise discretion or make a different viewing choice. The Authority did not make any order, as the decision provides sufficient guidance to broadcasters....

Decision The members of the Authority have viewed a tape of the film complained about and have read the correspondence which is listed in the Appendix. On this occasion, the Authority determines the complaint without a formal hearing. Mulholland Falls, a film about organised crime in Los Angeles, was broadcast on TV2 on 25 October 1999 beginning at 8. 30pm. It followed the adventures of a special police squad which had been set up to destroy gangs. Stuart Maclean complained to TVNZ that the opening sequence, which depicted what he said was the beginning of oral sex, was not of a standard consistent with good taste and decency and was completely unacceptable at 8. 30pm on a channel which purported to be a family channel. TVNZ assessed the complaint under standards G2 and G12 of the Television Code of Broadcasting Practice....

Summary Naked women were shown in promos for the programme The Making of the Human Body broadcast on TV One on 8 November, 9 November and 10 November 1998 between 6. 00–8. 00pm. Ms Hutchings complained to Television New Zealand Ltd, the broadcaster, that the display of naked women in G or PGR time breached the standard requiring the observance of good taste and decency. In her view, it was not appropriate to show images of naked women when children were watching television. She also argued that it was discriminatory to show only naked women and no naked men.
