Summary An item about the squalid living conditions of a Wanganui woman and her cats was broadcast on One Network News on TV One on 25 August 1999, between 6. 00pm and 7. 00pm. It included footage showing the interior of the house she lived in, which was filmed during a period when the woman was in hospital. Rev and Mrs Williams complained direct to the Broadcasting Standards Authority under s. 4(1)(c) of the Broadcasting Act 1989, that the broadcast had breached the woman’s privacy. They considered that, in filming the interior of her house, the woman’s privacy had been grossly and blatantly violated by the broadcaster, Television New Zealand Ltd. TVNZ recommended that the Authority should decline to uphold the complaint. It contended that there was a strong public interest in a story about a person living in New Zealand in such appalling conditions....

She was shown painting a female model for an assignment. An outline of the model’s breasts could be seen through the body paint. The item was broadcast on TV One on 26 April 1999, commencing at 6. 00 pm. Kristian Harang complained to Television New Zealand Limited, the broadcaster, that it was offensive to show a naked woman’s breast, and the item would give young people the impression that it was okay to be half naked in public. TVNZ said that the item was not prurient, it was discreetly shot and cleverly demonstrated how the body-painting process provided an effective covering for the model. Summary Pictures of a crashed, burning light aeroplane, the only one of its kind in New Zealand, were shown on One Network News on 28 August 1998 beginning at 6. 00pm. It was reported that two people had been killed in the accident. W complained to Television New Zealand Ltd, the broadcaster, that the broadcast constituted a breach of privacy and good taste. She pointed out that as the widow of one of those killed, she had not at that stage been informed of the accident. She complained that in its haste to get the item to air, TVNZ had omitted to consider the feelings of the widows and families of the two men killed.
