The Authority has declined to determine a complaint that 1News’ ANZAC Day bulletin, which included coverage of Māori soldiers, the 28th Māori Battalion and a pre-recorded story by 1News’ Māori Affairs Correspondent, breached the discrimination and denigration, balance and fairness standards. The Authority considered the relevant content appropriate to the context of the broadcast, which marked the first ANZAC Day without a surviving member of the 28th Māori Battalion. It also found the complaint reflected the complainant’s own personal preferences on a matter for the broadcaster’s editorial discretion and did not raise any issues of broadcasting standards that warranted determination. The Authority has not upheld a complaint about an item on 1News about a spate of dog attacks in South Auckland. During the item’s introduction, an image of a black and white dog was depicted behind the presenter. The complainant said the image was of a Staffordshire Bull Terrier (‘Staffy) and its use may erroneously ‘encourage viewers to be fearful of Staffies, maybe even encouraging mistreatment’. The Authority found use of the image would not have caused viewers to fear or mistreat Staffies. The item did not suggest certain dog breeds are dangerous. The Authority has not upheld a complaint that a 1News segment on various extreme weather events in the United States breached the accuracy standard on the basis it did not refer to the climate crisis as a causative factor. The Authority found not mentioning the climate crisis did not give a wrong idea or impression of the events depicted and would not have misled viewers. The Authority has declined to determine a complaint regarding a news item about future upgrades to Wellington Airport infrastructure, including new runway technology designed to allow larger planes to land in the capital. The complainant said the item lacked balance and accuracy as the story was illustrated with some footage of windy conditions in Wellington, instead of showing Wellington on calm and windy days. As this complaint relates to a matter of editorial discretion and personal preference, it is not capable of being determined by a complaints procedure. The Authority1 has not upheld a complaint about a 1News item reporting on the Government’s proposed reform of the Retirement Villages Act 2003. The complainant alleged the segment was unbalanced for not explaining changes to payments in connection with the sale of vacated units will only be applied to new retirement village residents, and not current residents. The Authority found the broadcast provided significant perspectives regarding the proposed reform and did not purport to provide a comprehensive examination of the Government’s proposed changes.  In addition, the standard allows for balance to be achieved over time within the period of current interest, and the broadcaster had covered the issue of impacts on existing residents in reports the next morning. The Authority has not upheld a complaint a 1News item on 80-year commemorations for D-Day breached the accuracy standard by stating that D-Day ‘was the turning point in the war against Nazi Germany’. The complainant considered this was inaccurate as D-Day was only the turning point for the Western Front, not the Eastern Front or World War II as a whole. The Authority has not upheld a complaint that a 1News item on the government’s proposed amendments to expand citizen’s arrest powers, as part of its efforts to address retail crime, breached the balance standard. The complaint alleged the report ‘crossed the line’ into political bias by focusing on violent robberies and interviewees expressing concerns about increased danger and vigilantism, while failing to mention the proposed changes were intended to address incidents such as supermarket shoplifting. The Authority found the balance standard had not been breached as the item included significant perspectives on the government’s proposal, including comments from Justice Minister Paul Goldsmith’s announcement. The Authority has not upheld a complaint about a 1News item on Hon Erica Stanford MP’s use of her personal email account for ministerial business. The item included analysis and commentary from 1News’ Political Editor, which the complainant considered was targeted against the Coalition Government and unbalanced. The Authority found no breach of the balance standard as the item included significant relevant perspectives regarding Stanford’s actions and the matter had been broadly reported on. The Authority has upheld an accuracy complaint about a statement, ‘Public submissions for Phase Two of the Inquiry closes at midnight tonight’, in a 1News item reporting on the deadline for submissions to the Royal Commission of Inquiry into COVID-19 Lessons Learned. The Authority found the statement was materially inaccurate as the correct deadline was the following night and, in the context of the broadcast, this was a material point of fact. The COVID-19 Inquiry’s communications regarding the deadline for public submissions could have been clearer, but TVNZ did not make reasonable efforts to ensure accuracy. It relied on information from official press releases and communications by the Inquiry but did not seek clarification of the ambiguous deadline from a relevant person/organisation....

The Authority has not upheld two complaints about a 1News item reporting on Te Pāti Māori’s ‘reset’, the co-leaders’ reaction to questioning at a media conference, and Te Pāti Māori’s newest MP Oriini Kaipara’s maiden speech in Parliament. The complaints alleged the segment was unbalanced and biased as the broadcast did not report on the temporary suspension of Parliament following haka and waiata after Kaipara’s maiden speech. The Authority found the segment was a straight news report and not a discussion of a controversial issue of public importance, meaning the balance standard did not apply....

The Authority has not upheld a complaint under the balance and accuracy standards about a 1News report on the start of a ceasefire deal between Hamas and Israel, and the first hostage/prisoner exchange as part of the deal. The complaint included claims the broadcast: failed to identify the West Bank as occupied; inaccurately cited how many were killed at the Nova festival and the identity of those attending the festival; inaccurately described the origin of the cars in the ‘car wall’; used ‘gratuitous adjectival framing to discredit Palestinian supporters’; and was overall unbalanced. Noting the challenges of verifying certain facts presented in the broadcast, the Authority did not uphold the complaints under the accuracy standard on the basis reasonable efforts had been made to ensure accuracy, or the relevant points were not materially inaccurate or misleading....

The Authority has not upheld a complaint that a 1News segment was unbalanced in its reporting of ‘anti-government protests’ in Iran. The complaint was that the broadcast should have mentioned what the complainant considered to be external drivers, including the interests and past actions of other nations. The Authority found the broadcast was clearly focused on the current protest situation (including that it was hard to determine exactly what was happening because of the internet blackout in Iran); and the perspective of those gathered in Auckland in solidarity with the Iranian community, on the evening of the broadcast. The omission of the factors identified in the original complaint did not render the broadcast unbalanced or misleading. The Authority has not upheld a complaint regarding an item on 1News covering a Hobson’s Pledge campaign against bilingual road signage. The complaint was that the coverage was biased and unfair by suggesting feedback using the Hobson’s Pledge template was ‘bad’, trying to influence how people gave feedback, and only interviewing members of the public in support of bilingual signage. The Authority found the broadcaster provided sufficient balance and the item was not unfair, as Hobson’s Pledge was given an opportunity to comment, and its position was adequately presented in the item. The complaint did not identify any inaccurate statement or reasons why the item was inaccurate, and the discrimination and denigration standard did not apply. The item included analysis and commentary on the poll from 1News’ Deputy Political Editor, which the complainants considered was either ‘biased’, unbalanced, inaccurate or unfair to the coalition Government. The Authority found no breach of the nominated standards: the item included significant relevant perspectives; the statements complained about were comment, analysis, or opinion to which the accuracy standard did not apply; and the item did not give rise to any unfairness to the politicians or parties featured. The Authority has upheld an accuracy complaint about a statement, ‘the Government's shiny new Investment Boost scheme allows businesses to claim back 20% off their tax bill when purchasing new assets’, in a 1News item reporting on features of Budget 2025. The complaint concerned an inaccurate reference to deductions being from the ‘tax bill’ of a business rather than its ‘taxable income’. The Authority found the statement overstated the tax savings available under the Investment Boost scheme which was a material error in the context. The Authority has not upheld a complaint about a 1News item reporting a leaked recording showed National MPs were ‘keen to pinch’ a Labour Party policy to improve financial conditions for retirement village residents ahead of the next general election. The complaint was that the item was unbalanced as neither the Retirement Villages Association (RVA) nor the sector were approached for comment regarding claims made in the item. The Authority found the focus of the 1News item was clearly political, highlighting the Government’s desire to address residents’ concerns before the next election, rather than claiming to be a balanced discussion of how retirement villages operate or the merits of Labour’s policy. The Authority has not upheld a complaint about a 1News item on 2 July 2025 reporting ‘a ceasefire in occupied Gaza could be on the cards with all eyes tonight on Hamas and whether it’ll accept the latest proposal. It follows Donald Trump announcing on social media that, quote, “Israel has agreed to the necessary conditions to finalise a 60-day ceasefire”. ’ Key points of the complaint included: 1News persistently reports Israel’s actions ‘in the passive voice’, avoiding attributing responsibility to Israel (including for breaking an earlier ceasefire); stating the October 2023 attacks killed ‘around 1200 people’ was incorrect as it did not account for deaths inflicted under the Hannibal Directive; and TVNZ’s sources did not support the statement that Hamas had a ‘red line’ that it ‘must remain in control of Gaza’....

The Authority has upheld two complaints concerning the accuracy of a brief 1News item on 15 November 2024 about heightened security in Paris following violence the previous week around a football match between Ajax and Maccabi Tel Aviv in Amsterdam. The item reported, ‘Thousands of police are on the streets of Paris over fears of antisemitic attacks…That's after 60 people were arrested in Amsterdam last week when supporters of a Tel Aviv football team were pursued and beaten by pro-Palestinian protesters. ’ TVNZ upheld the complaints under the accuracy standard on the basis the item ‘lacked the nuance’ of earlier reporting on the events, by emphasising the ‘antisemitic’ descriptor while omitting to mention the role of the Maccabi fans in the lead-up to the violence. The Authority agreed with this finding and further found the action taken by TVNZ was insufficient....
