The Authority has upheld two complaints concerning the accuracy of a brief 1News item on 15 November 2024 about heightened security in Paris following violence the previous week around a football match between Ajax and Maccabi Tel Aviv in Amsterdam. The item reported, ‘Thousands of police are on the streets of Paris over fears of antisemitic attacks…That's after 60 people were arrested in Amsterdam last week when supporters of a Tel Aviv football team were pursued and beaten by pro-Palestinian protesters. ’ TVNZ upheld the complaints under the accuracy standard on the basis the item ‘lacked the nuance’ of earlier reporting on the events, by emphasising the ‘antisemitic’ descriptor while omitting to mention the role of the Maccabi fans in the lead-up to the violence. The Authority agreed with this finding and further found the action taken by TVNZ was insufficient....

The Authority has not upheld a complaint under the accuracy standard about a 1News report on the Principles of the Treaty of Waitangi Bill (Bill). The complainant alleged the broadcast’s framing of the Treaty principles as partnership, participation, and protection (the Three Ps) was ‘incomplete and confused’, and describing the Bill’s three principles as ‘new’ erroneously suggested the Bill was rewriting the Treaty principles. The broadcast stated, ‘there are no principles that have been expressly defined or set out in law’ and recited the Three Ps as the ‘current main three principles’. In the context of the segment, the reporter’s comments were unlikely to mislead viewers, and any potential harm caused was not at a level justifying intervention. The Authority has not upheld a complaint regarding an item on 1News covering a Hobson’s Pledge campaign against bilingual road signage. The complaint was that the coverage was biased and unfair by suggesting feedback using the Hobson’s Pledge template was ‘bad’, trying to influence how people gave feedback, and only interviewing members of the public in support of bilingual signage. The Authority found the broadcaster provided sufficient balance and the item was not unfair, as Hobson’s Pledge was given an opportunity to comment, and its position was adequately presented in the item. The complaint did not identify any inaccurate statement or reasons why the item was inaccurate, and the discrimination and denigration standard did not apply. The Authority has not upheld a complaint about an item on 1News where a reporter repeatedly asked Winston Peters ‘Has the Prime Minister asked you to pull your head in? ’ The complainant alleged these comments were rude and biased. The Authority did not uphold the complaint as while some members of the audience may have found the questioning rude, it was within audience expectations of programmes such as 1News and was unlikely to cause widespread offence and distress. The Authority has not upheld a complaint that a 1News segment on various extreme weather events in the United States breached the accuracy standard on the basis it did not refer to the climate crisis as a causative factor. The Authority found not mentioning the climate crisis did not give a wrong idea or impression of the events depicted and would not have misled viewers. The Authority has not upheld a complaint alleging a 1News item reporting on violence in Amsterdam in November 2024 surrounding the Ajax v Maccabi Tel Aviv football match, breached the balance standard. The Authority has not upheld a complaint a 1News item breached the discrimination and denigration, and accuracy standards by stating allegations of a ‘white genocide’ in South Africa were a ‘conspiracy theory’ and omitting to include footage shown by United States President Donald Trump to South African President Cyril Ramaphosa. The Authority found the statement and omission of footage were not materially misleading because the ‘white genocide’ allegations have been repeatedly debunked and widely discredited, with numerous sources calling the allegations a ‘conspiracy theory’. The Authority has not upheld a complaint that a 1News broadcast about the greyhound racing industry’s perspective on their impending ban was unbalanced. The complainant alleged the broadcast was ‘one sided and seriously unbalanced’ by nearly exclusively presenting the industry’s perspective on the ban without including any viewpoints in support of the ban. The Authority found the broadcast was clearly introduced and presented as approaching the issue from the industry’s perspective and adequately included significant alternative viewpoints through comments by the 1News reporter, and Racing Minister Rt Hon Winston Peters. The audience could also reasonably be expected to be aware of significant viewpoints on greyhound racing through other, ongoing media coverage. Not Upheld: Balance...

The Authority has upheld complaints that a 1News item about the arrest of the suspect in the shooting of conservative activist Charlie Kirk, breached the accuracy standard in its reporting of comments made by President of the United States Donald Trump. In its introduction, the report stated, ‘[W]hen the President was asked what he’d do to unite the country after this tragedy, he said, “I couldn’t care less,” blaming the radical left, and vowing to go after political violence. ’ This was accompanied by a large banner with a photograph of Trump and the words, ‘I couldn’t care less. ’ While the broadcaster indicated it was their genuine interpretation of the comments, the Authority found this was inaccurate, as Trump actually said, ‘Well, I’ll tell you something that’s gonna get me in trouble, but I couldn’t care less....

The Authority did not uphold a complaint about an item on 1News discussing the Government’s announcement of a new funding package for Pharmac, which included ‘up to seven’ of the 13 cancer drugs earlier promised by the National Party. The item’s introduction questioned, ‘Where does that leave the remaining six cancer-fighting drugs National pledged? ’ The complaint was that the item was inaccurate, unfair and biased, by failing to mention that the Government had committed to replacing the remaining six drugs with ‘alternatives just as good or better’ (which other news outlets had reported). The Authority agreed the item was misleading by omission, by not specifically answering the question of what happened to ‘the remaining six’ drugs – which was a material point and carried public interest, in particular for those counting on receiving the promised medicines....

The Authority has not upheld a complaint that a segment on 1News discussing a recent Government policy announcement that referendums would be introduced for Māori wards on local councils breached the balance standard. The complainant considered the segment biased against the Government policy on reintroducing referendums given the choice of viewpoints presented, content and language included. The standard does not require opposing viewpoints to be given the same amount of time or number of speakers. The Authority found the broadcast sufficiently presented significant viewpoints. The Authority1 has not upheld a complaint about a 1News item reporting on the Government’s proposed reform of the Retirement Villages Act 2003. The complainant alleged the segment was unbalanced for not explaining changes to payments in connection with the sale of vacated units will only be applied to new retirement village residents, and not current residents. The Authority found the broadcast provided significant perspectives regarding the proposed reform and did not purport to provide a comprehensive examination of the Government’s proposed changes.  In addition, the standard allows for balance to be achieved over time within the period of current interest, and the broadcaster had covered the issue of impacts on existing residents in reports the next morning. The Authority has declined to determine two complaints under multiple standards relating to segments of a 1News broadcast that concerned a pro-Palestinian protest in Auckland and developments in the Israel-Hamas conflict, and aid funding for Ukraine. The Authority found the complainant had not raised arguments relevant to the standards raised, had raised matters of personal preference, the relevant issues had been satisfactorily addressed in the broadcaster’s decisions on his complaints, and/or related to issues that have previously been dealt with and did not warrant further determination. The Authority has not upheld a complaint under the balance and accuracy standards about a 1News report on the start of a ceasefire deal between Hamas and Israel, and the first hostage/prisoner exchange as part of the deal. The complaint included claims the broadcast: failed to identify the West Bank as occupied; inaccurately cited how many were killed at the Nova festival and the identity of those attending the festival; inaccurately described the origin of the cars in the ‘car wall’; used ‘gratuitous adjectival framing to discredit Palestinian supporters’; and was overall unbalanced. Noting the challenges of verifying certain facts presented in the broadcast, the Authority did not uphold the complaints under the accuracy standard on the basis reasonable efforts had been made to ensure accuracy, or the relevant points were not materially inaccurate or misleading....

The Authority has upheld an accuracy complaint about a statement, ‘Public submissions for Phase Two of the Inquiry closes at midnight tonight’, in a 1News item reporting on the deadline for submissions to the Royal Commission of Inquiry into COVID-19 Lessons Learned. The Authority found the statement was materially inaccurate as the correct deadline was the following night and, in the context of the broadcast, this was a material point of fact. The COVID-19 Inquiry’s communications regarding the deadline for public submissions could have been clearer, but TVNZ did not make reasonable efforts to ensure accuracy. It relied on information from official press releases and communications by the Inquiry but did not seek clarification of the ambiguous deadline from a relevant person/organisation....

The Authority has not upheld a complaint about a 1News item on 6 July 2025 reporting ‘Israel has continued attacks in the occupied Gaza Strip amid steps towards a possible ceasefire. At least 35 Palestinians have been killed in the latest strikes, according to the Hamas-run Civil Defence Agency…’ The complaint was that this story ‘further compounded’ TVNZ’s earlier ‘unbalanced and inaccurate reporting’, including by referring to the ‘Hamas-run Civil Defence Agency’ (leading viewers to question the veracity of reported Palestinian deaths) and by stating ‘[t]he war began when Hamas attacked Israel’ (showing footage of 7 October 2023), which repeated ‘Israeli narrative’ and ‘decontextualised’ the history of the conflict and Israeli attacks prior to that date. The Authority found viewers were unlikely to be materially misled or left uninformed by this item....

The Authority has not upheld a complaint that a 1News item on the government’s proposed amendments to expand citizen’s arrest powers, as part of its efforts to address retail crime, breached the balance standard. The complaint alleged the report ‘crossed the line’ into political bias by focusing on violent robberies and interviewees expressing concerns about increased danger and vigilantism, while failing to mention the proposed changes were intended to address incidents such as supermarket shoplifting. The Authority found the balance standard had not been breached as the item included significant perspectives on the government’s proposal, including comments from Justice Minister Paul Goldsmith’s announcement. The Authority has not upheld two complaints about a 1News item on the Government’s rejection of an application to officially change the town of Russell to its original name, Kororāreka. The complainants alleged an interviewee’s comment that those against the name change were ‘usually older… always white’ was racist and ageist; the accuracy of the same statement was ‘questionable’; and the item was unbalanced, biased and unfair by only including interviews with people who supported the name change....

The Authority has not upheld a complaint, under the promotion of illegal or antisocial behaviour standard, about a 1News report’s reference to protests outside politicians’ homes sometimes being ‘effective, like during the Dawn Raids’. The complainant considered the Dawn Raids protest example, in the context of a story covering damage caused by protesters at Hon Winston Peters’ home, would encourage illegal or antisocial protest behaviour. The Authority found the programme was a straightforward news report covering responses to property damage at Peters’ home and progress of the Summary Offences (Demonstrations Near Residential Premises) Amendment Bill (the Bill). It noted the report included numerous comments condemning the actions by protesters at Peters’ home and outlined the serious consequences suffered by those responsible. References to the Dawn Raids’ protesters were part of a report on comments made in Parliament during the Bill’s first reading....
