The Authority has upheld an accuracy complaint about a statement, ‘Public submissions for Phase Two of the Inquiry closes at midnight tonight’, in a 1News item reporting on the deadline for submissions to the Royal Commission of Inquiry into COVID-19 Lessons Learned. The Authority found the statement was materially inaccurate as the correct deadline was the following night and, in the context of the broadcast, this was a material point of fact. The COVID-19 Inquiry’s communications regarding the deadline for public submissions could have been clearer, but TVNZ did not make reasonable efforts to ensure accuracy. It relied on information from official press releases and communications by the Inquiry but did not seek clarification of the ambiguous deadline from a relevant person/organisation....

The Authority has not upheld an accuracy complaint about a 1News segment that reported, ‘Many scientists are concerned the US Health Secretary's decision to pull funding for international vaccine development may increase hesitancy and also mean future pandemics are harder to stop. ’ The complainant alleged the broadcast was inaccurate and materially misleading because it did not specify that US Health Secretary Robert F Kennedy Jr’s decision ‘was specifically about mRNA vaccines’ and  background footage of protesters was irrelevant. While broadcasts can be misleading by omission, the Authority found the item in question was not materially misleading. The brief report centred on the scientific community’s response to Kennedy’s decision and clearly identified that Kennedy’s decision did not impact all vaccines. The Authority has not upheld a complaint that action taken by Television New Zealand Ltd was insufficient, after the broadcaster upheld a complaint under the accuracy standard about a statement in a 1News bulletin that ‘Israel would withdraw from Gaza’ as part of a peace proposal (when the proposal only contemplated withdrawal from densely populated areas). The Authority agreed with the broadcaster’s decision that the statement was materially inaccurate. However, it found TVNZ had complied with the accuracy standard requirement to correct material errors within a reasonable period by posting correct information on its website, and any potential harm caused by the broadcast was not of a level requiring any further action. The Authority has not upheld a complaint that a 1News item breached the accuracy standard by claiming a 24-hour period in October 2024 was Dunedin’s ‘wettest day in a century’. In the context of an almost 10-minute-long live broadcast reporting on a regional state of emergency, the comments did not amount to material points of fact. The Authority has not upheld a complaint under the balance, accuracy and fairness standards about a broadcast of 1News discussing the United States’ decision to send more combat aircraft and war ships to the Middle East following the killing of Hamas political leader Ismail Haniyeh. The complainant argued the broadcast was unbalanced and biased towards American and Israeli interests by omitting to mention Haniyeh was the chief negotiator for Hamas in ceasefire negotiations relating to the ongoing Israel-Hamas conflict. The Authority has not upheld a complaint about a 1News item on 2 July 2025 reporting ‘a ceasefire in occupied Gaza could be on the cards with all eyes tonight on Hamas and whether it’ll accept the latest proposal. It follows Donald Trump announcing on social media that, quote, “Israel has agreed to the necessary conditions to finalise a 60-day ceasefire”. ’ Key points of the complaint included: 1News persistently reports Israel’s actions ‘in the passive voice’, avoiding attributing responsibility to Israel (including for breaking an earlier ceasefire); stating the October 2023 attacks killed ‘around 1200 people’ was incorrect as it did not account for deaths inflicted under the Hannibal Directive; and TVNZ’s sources did not support the statement that Hamas had a ‘red line’ that it ‘must remain in control of Gaza’....

The Authority has not upheld two complaints about a 1News item reporting on Te Pāti Māori’s ‘reset’, the co-leaders’ reaction to questioning at a media conference, and Te Pāti Māori’s newest MP Oriini Kaipara’s maiden speech in Parliament. The complaints alleged the segment was unbalanced and biased as the broadcast did not report on the temporary suspension of Parliament following haka and waiata after Kaipara’s maiden speech. The Authority found the segment was a straight news report and not a discussion of a controversial issue of public importance, meaning the balance standard did not apply....

The Authority has not upheld an accuracy complaint about a 1News segment on the dangers of crossing sand bars. In the segment, a Coastguard representative said, ‘We recommend crossing the bar at high or low tide, so we can try and take the current out of the equation’. The complaint alleged the recommendation to cross at low tide was ‘wrong’ and ‘dangerous’ and Coastguard were not an authoritative source regarding maritime matters. The Authority considered there were reasonable arguments for a finding the statement was not materially inaccurate in the context of the broadcast. The segment’s overall emphasis was on the dangers and complexity in crossing sand bars, and the statement addressed just one of several risk factors mentioned. The Authority has not upheld a complaint about a 1News item on 6 July 2025 reporting ‘Israel has continued attacks in the occupied Gaza Strip amid steps towards a possible ceasefire. At least 35 Palestinians have been killed in the latest strikes, according to the Hamas-run Civil Defence Agency…’ The complaint was that this story ‘further compounded’ TVNZ’s earlier ‘unbalanced and inaccurate reporting’, including by referring to the ‘Hamas-run Civil Defence Agency’ (leading viewers to question the veracity of reported Palestinian deaths) and by stating ‘[t]he war began when Hamas attacked Israel’ (showing footage of 7 October 2023), which repeated ‘Israeli narrative’ and ‘decontextualised’ the history of the conflict and Israeli attacks prior to that date. The Authority found viewers were unlikely to be materially misled or left uninformed by this item....

The Authority has not upheld a complaint, under the balance and accuracy standards, about an item on 1News reporting on a New Zealand scientist’s research trip to Greenland. The complainant alleged that a comment made by the host that ‘if all the ice in Greenland were to melt, the sea would rise by seven metres,’ was incorrect, as research shows the sea level rise to be occurring at a much lower rate. The Authority did not uphold the complaint, noting reasonable viewers were unlikely to interpret the broadcast in the way the complainant described and were unlikely to be misled by the absence of further supporting information or information regarding who funded the research. The Authority has declined to determine a complaint, under multiple standards, regarding two news items broadcast on Labour Day 2024: one about a protest against a proposed sewerage project and the other about commemoration of New Zealand’s Land Wars. Noting the complaint was not about content in the broadcasts but content the complainant wished to see included, the Authority found it related to editorial discretion and personal preference, which is not capable of being determined by a complaints procedure. The Authority has not upheld a complaint that a 1News broadcast about the greyhound racing industry’s perspective on their impending ban was unbalanced. The complainant alleged the broadcast was ‘one sided and seriously unbalanced’ by nearly exclusively presenting the industry’s perspective on the ban without including any viewpoints in support of the ban. The Authority found the broadcast was clearly introduced and presented as approaching the issue from the industry’s perspective and adequately included significant alternative viewpoints through comments by the 1News reporter, and Racing Minister Rt Hon Winston Peters. The Authority has not upheld a complaint that a 1News item, reporting on developments in the Israel-Hamas conflict, breached the accuracy, balance and fairness standards. The item discussed an increasing number of countries formally recognising Palestine as a state due to Israel’s continuing military action in Gaza, and the possibility of New Zealand following suit. The complainant considered the report cast Israel in a negative light, contained numerous inaccuracies (largely in relation to its description of the geographical situation in the conflict zone), and omitted important information from an Israeli perspective. The Authority found no material inaccuracies or misleading omissions in the report. It found the balance standard was not breached as significant alternative perspectives on the issue were presented, including that of Israel; and the audience could reasonably be expected to be aware of significant viewpoints from other media coverage. The Authority has not upheld a complaint that a 1News item on the government’s proposed amendments to expand citizen’s arrest powers, as part of its efforts to address retail crime, breached the balance standard. The complaint alleged the report ‘crossed the line’ into political bias by focusing on violent robberies and interviewees expressing concerns about increased danger and vigilantism, while failing to mention the proposed changes were intended to address incidents such as supermarket shoplifting.
