Summary TV3’s consumer programme Target, broadcast on 17 September 2000, included an item about wallpaper hangers. Four decorating companies were asked to wallpaper a bathroom. They were then filmed using hidden cameras to see how well they could match the paper’s pattern, hang the paper "plumb" and trim around the woodwork. One of the decorating companies filmed, Eastern Painters & Decorators, complained to TV3 Network Services Ltd, the broadcaster, that the programme and its trailer breached standards requiring fairness and accuracy....

SummaryIn a segment of Target which was broadcast on TV3 on 19 September 1999 beginning at 7. 00pm, viewers were advised how to remove graffiti from a variety of surfaces when "little parliamentarians" had been naughty. The graffiti which was removed included a number of messages couched in schoolyard language such as "Jenny and Winston 4 eva", "Jenny © Timberlands", and "Jenny and Timberlands up a tree L. O. G. G. I. N. G. "Stephen Sheaf complained to TV3 Network Services Ltd, the broadcaster, that the messages contained in the graffiti phrases were both childish and totally inexcusable. Apart from what he called the obvious political overtones, they had contained "emotional smear tactics", he wrote. It used fun and unusual games to look at love, sex and relationships. In a segment in the programme broadcast on 7 July 2001, Leanne, a contestant was asked to identify her fiance from a group of five men. Each man was concealed in a large filing cabinet and the penis was the only part of each man’s body that Leanne saw. Each penis had been "dressed" to represent a famous detective character....

Summary A rugby coach found guilty of sexually assaulting young boys in his rugby club was described on a 3 National News item broadcast on 31 July 1998 as a "homosexual paedophile" and, according to a sports reporter on a 3 News Update item broadcast on 2 August 1998, the Gay Games contained events such as handbag throwing and the 200m dash in high heels. Calum Bennachie complained to TV3 Network Services Ltd that the description of the rugby coach implied that all paedophiles were homosexual or that all homosexuals were paedophiles, and that both implications were factually incorrect and portrayed gay and lesbian people as inherently inferior. He also complained that the emphasis on fringe events in the report on the Gay Games trivialised the achievements of the competitors....

Summary A promo for South Park contained a "news update" in which police had asked, "If you see this little eight year old boy, kill him and immediately burn his body". The promo was broadcast at 9. 40 pm and 10. 15 pm on TV4 on 5 April 1998. An episode of South Park broadcast on TV4 on 6 April at 9. 30 pm contained fart and diarrhoea jokes. Ms O’Brien complained to the broadcaster, TV3 Network Services Limited, that the promo incited violence and murder of children, failed to maintain law and order, failed to observe good taste and decency, and discriminated against a young boy.
