SummaryIn a segment of Target which was broadcast on TV3 on 19 September 1999 beginning at 7. 00pm, viewers were advised how to remove graffiti from a variety of surfaces when "little parliamentarians" had been naughty. The graffiti which was removed included a number of messages couched in schoolyard language such as "Jenny and Winston 4 eva", "Jenny © Timberlands", and "Jenny and Timberlands up a tree L. O. G. G. I. N. G. "Stephen Sheaf complained to TV3 Network Services Ltd, the broadcaster, that the messages contained in the graffiti phrases were both childish and totally inexcusable. Apart from what he called the obvious political overtones, they had contained "emotional smear tactics", he wrote. SummaryWWF Raw and WWF Summerslam were broadcast consecutively on TV4 on 11 September 1999, from 8. 30pm to12. 00am. These programmes featured professional wrestling bouts which had been staged in front of live audiences. Mr Bridgman, Ms Crombie, Mr Little and Mr Bonner complained to TV3 Network Services Ltd, the broadcaster, that aspects of the behaviour shown in the programmes breached programme standards relating to good taste and decency, discrimination against women, and the effect of programmes on children and violence. TV3 explained that the "fights" in the programmes were choreographed, not real. It described the WWF shows as "neither sport nor drama but a kind of pageant" which it compared to a magic show. TV3 rejected every aspect of the complaints. Dissatisfied with TV3’s response, the complainants referred their complaints to the Broadcasting Standards Authority under s. 8(1)(a) of the Broadcasting Act 1989....

SummaryAn episode of British Sex was broadcast on TV3 at 9. 30pm on 28 October 1999. This series was publicised as a programme with a straight talking approach to all things sexual, which featuring "ordinary" people. Daphne Painting complained to TV3 Network Services Ltd, the broadcaster, that the programme was "a polluting intrusion and desecration of [her] home". She complained particularly about footage of a "body caster", who modelled body parts, including genitalia, which she described as "reprehensible in the extreme". She also stated her opinion that the programme’s effect on children would be to "corrupt" them. TV3 responded that British Sex was AO rated, screened an hour after the AO watershed, and was preceded by a written and verbal warning. It did not consider that the "body caster" segment was unacceptable in that context, commenting that the castings were non-sexual, and were neither lewd nor degrading....
Summary A prison officer, accused of a sexual relationship with an inmate, was the subject of a 20/20 item entitled "A Pregnant Silence" broadcast on TV3 on 13 September 1998 between 6. 30–7. 30pm. K complained to the Broadcasting Standards Authority under s. 8(1)(c) of the Broadcasting Act 1989 that the broadcast breached her privacy because it included footage of her house when the prison officer, who was her flatmate, was filmed leaving her home. She observed that its identity was clear because the house number was clearly shown. She argued that when personal details were given about the officer, it could have been incorrectly inferred that he lived at that address with his family. K sought an assurance that no more footage of her house would be shown as she had no connection with the story....
