Broadcast [1] Eating Media Lunch is a series that lampoons aspects of the media both in New Zealand and overseas. The use of semi-naked news presenters in some countries was featured in the item broadcast on TV2 starting at 10. 00pm on Tuesday 15 November 2005. [2] The item presented the “Fuck News” which was said to originate in France. The item showed two partly dressed presenters who seemed to be having sexual intercourse while reading the news....

The Authority did not uphold a complaint that an episode of 20/20 aired on free-to-air television on a Sunday at 9am, covering the abduction of Steven Stayner and the subsequent murder of several women by Steven’s brother Cary Stayner, breached the children’s interests and good taste and decency standards. The Authority found that, while the broadcast discussed some potentially distressing themes and subject matter, such as rape, murder and kidnapping, viewers had sufficient information to enable them to make informed choices about whether they or children in their care should view the broadcast. The Authority highlighted the importance of audience expectations and target audiences in their determination and ultimately found any restriction on the broadcaster’s right to freedom of expression on this occasion would be unjustified. Summary The film Bad Boy Bubby included scenes in which the character, Bubby, was shown blocking the nostrils of a cat and, later, tightly wrapping the cat’s body in plastic wrap. The film was broadcast on TV2 on 10 April 1999 at 1. 55 am. Ms Thorpe complained to Television New Zealand Limited, the broadcaster, that she was upset and disturbed by the scenes showing what she called cruelty to the cat. The scenes, she wrote, involved a real cat and their broadcast could have given some viewers the incentive to copy the actions which were portrayed. TVNZ responded that the film was an intense and discomforting black comedy portraying a character whom the conventions of society had passed by. It was scheduled for broadcast well after midnight because of its disturbing nature, and was rated AO, it said....

Summary The word "nigger" was used by presenter Kim Hill in Nine to Noon broadcast on National Radio on 3 May 2000 just after 11. 00am. John Lowe complained to Radio New Zealand Ltd, the broadcaster, that the use of the word was unacceptable and unnecessary on public radio, and breached the good taste and decency standard. RNZ explained that the word arose in the context of a discussion about the origin of the word "munted" which had apparently been used on the programme earlier that day. According to a fax received from a South African listener, the word "munted" had the same derogatory meaning as "nigger"....

The names of two women, A and B, were submitted. The hosts went on to comment extensively on A’s profile, making inappropriate and disparaging comments about her, and also contacted A and interviewed her on air. The Authority upheld a complaint that the action taken by MediaWorks having found breaches of the fairness and good taste and decency standards was insufficient, and also found that the broadcast breached the privacy of both women....

Summary [This summary does not form part of the decision. ]The host of talkback programme Canterbury Mornings expressed the view that parking wardens in Christchurch were ‘scum’ for ticketing people in the central city, after everything they had been through with the earthquakes. The Authority did not uphold the complaint that the host’s comments were unacceptable, irresponsible and denigrated parking wardens. The comments related to a legitimate issue and were well within the host’s right to free speech, especially given that talkback radio is recognised as a robust and opinionated environment. A caller also challenged the host, so listeners were given a countering perspective....
