SummaryMore than 20 promotions for Lion Red beer were screened during Lion Red: The Game, broadcast on TV3 between 8. 30–9. 30pm on 6 August 1998. On GALA’s behalf, Mr Cliff Turner complained to TV3 Network Services Ltd that the broadcast breached the requirement in the standards to minimise the promotion of liquor. The guidelines to the standards, he wrote, suggested that liquor promos should not exceed one every three minutes during the full viewing period. Taking into account the titles, the supers and the Lion advertisements broadcast during the programme, TV3 upheld the complaint that incidental liquor promotion had not been minimised. The titles and the supers had since been altered, it advised, to remove the actual Lion Red logo. Dissatisfied with the action taken, Mr Turner on GALA’s behalf referred the complaint to the Broadcasting Standards Authority under s. 8(1)(a) of the Broadcasting Act 1989....

Complaint under section 8(1)(a) of the Broadcasting Act 1989 The ComplaintA viewer described the programme Studentville, which showed footage of students drinking and at various stages of intoxication during the "Uni Games", as a 30-minute advertisement for binge drinking. He complained that the message of the programme was "have fun by binge drinking", and this breached standards for socially responsible liquor promotion, and law and order. The Broadcaster's ResponseCanWest said the Studentville series recorded the life of students from all university campuses throughout the year. Many of the events and parties shown during the series had featured students drinking to excess, and this was part of the New Zealand university culture....

SummaryA commercial break at about 10. 25pm, during the commentators’ summary of the league match broadcast on 2 Sports Action: Lion Red League, amounted to 4 minutes 15 seconds in total. It began and finished with a 5 second sponsorship credit and included another sponsorship credit and a 30 second liquor advertisement. Liquor promotions comprised 45 seconds of the break. GALA’s Complaints Secretary, Cliff Turner, complained to Television New Zealand Ltd that four liquor promotions in one commercial break constituted saturation in contravention of the standards. Pointing out that the liquor promotions were not sequential and amounted in total to only 45 seconds of a break which lasted 4 minutes and 15 seconds, TVNZ did not accept that the promotions amounted to saturation. Dissatisfied with TVNZ’s decision, Mr Turner on GALA’s behalf referred the complaint to the Broadcasting Standards Authority under s. 8(1)(a) of the Broadcasting Act 1989....
